Background
The National Cybersecurity Coordination Centre (NC3) is a sub-vented Agency established by the
Cybersecurity and Crime Act 2021. This institution oversees all cybersecurity issues in Sierra Leone,
including providing support to computer systems and networks in preventing and combating
cybercrimes in Sierra Leone, formulating and implementing national cybersecurity policy and
strategy, overseeing the management of computer forensic laboratories, providing support to the
Judiciary and other law enforcement agencies in the discharge of their functions concerning
cybercrime in Sierra Leone, promoting Sierra Leone’s involvement in international cybersecurity
cooperation and doing other acts or things that are necessary for the adequate performance of the
functions of the relevant security and enforcement agencies under the Act.
The Centre wishes to invite applications from suitable and qualified individuals for the role of:

Senior Accountant

Job Summary

The Senior Accountant is involved in all aspects of accounting and oversees the day-to-day
accounting activities of the institution, ensuring accuracy and compliance with the generally
accepted accounting principles of the Financial Act. They ensure that NC3’s finance function
is well organised and produces timely and accurate financial statements and management
accounts, thus achieving compliance with internal policies and statutory requirements. This
role must also analyse data and understand the financial performance and position of the
organisation to develop suitable accounting policies to meet reporting requirements and to
produce any special reports required by the management team, Accountant General, or
Ministry of Finance. They also work closely with internal and external auditors, must keep
current with changing statutory requirements and tax laws, and determine the implications
of such changes to financial reporting.

Duties and Responsibilities

• Prepare consolidated financial statements, business activity reports, and forecasts for
management and external stakeholders as per the Financial Act.
• Extract data and provide analysis for management using relevant accounting information
systems or software and operate accounting information systems efficiently and
effectively.
• Ensure compliance with regulatory requirements, including tax laws, government
reporting and auditing standards.
• Monitor cash flow and ensure appropriate management of cash reserves.
• Reconcile accounts monthly and provide analysis for the organisation’s financial
transactions, including escalating any issues promptly.
• Prepare accurate and timely financial statements and disclosure notes
• Maintain precise journal entries and allocations
• Participate in budgeting activities
• Plan and coordinate the annual financial audit process and resolve issues and deficiencies
arising from the findings.
• Respond to internal and external auditors on audit data, variances and audit findings
• Implement policies and procedures emphasising internal controls to prevent possible
fraud and errors.
• Manage accounts payable and receivables to help the organisation determine working
capital needs and funding strategies, ensuring accuracy and timeliness of payments and
allocations.
• Any other tasks assigned by management from time to time

Qualification and Experience

• An honours Bachelor’s Degree in Accounting, Finance or a related field from a reputable
university/institution
• Postgraduate training and qualification in finance, accounting or related discipline is an
added advantage
• Pursuing a professional accounting certificate is an added advantage
• 5+ years of accounting experience, with at least two (2) years in a senior accounting role
• Experienced with accounting software such as QuickBooks

Knowledge/Skills/Abilities

 Solid knowledge of accounting and tax law in Sierra Leone
 Knowledge of cash management and budget management
 Ability to analyse financial data and provide recommendations to improve performance
 Competent IT skills, including the skilful use of the Microsoft Office applications
 Strong communication and collaboration skills
 Excellent attention to detail and accuracy
 An unquestionable level of personal integrity

Assistant Accountant

Job Summary

The Assistant Accountant will support the Senior Accountant in maintaining accurate
financial records and preparing financial reports for the company. The Assistant
Accountant will be responsible for a variety of accounting activities, including reconciling
bank statements, preparing journal entries, and assisting with the month-end close
process.

Duties and Responsibilities

• Assist in the preparation of monthly financial statements.
• Assist in reconciling bank accounts and statements.
• Assist in processing accounts payable and accounts receivable transactions.
• Maintain accurate and up-to-date accounting records.
• Assist with the annual budgeting and forecasting process.
• Assist with the preparation of tax returns and other regulatory filings.
• Participate in the month-end close process.
• Prepare ad-hoc financial reports as needed.
• Any other tasks assigned from time to time

Qualification and Experience

• Diploma degree in Accounting, Finance, or a related field
• Bachelor’s degree in Accounting, Finance, or a related field is an added advantage
• Minimum of 2 years of experience in an accounting role.
• Proficiency in Microsoft Excel and accounting software
• Knowledge of the Financial Act and tax laws
