Welcome to the National Cyber security Coordination Centre, also known as NC3. Established by the National Cybersecurity and Crime Act of 2021, NC3 is the cornerstone of safeguarding our nation’s digital infrastructure and protecting sensitive information. Our mission is not just to enhance national resilience against cyber threats but also to ensure your safety and security in the digital world. We are committed to maintaining the integrity, confidentiality, and availability of all critical digital resources.

Mission

To deter cyber crimes, protect critical digital infrastructure, develop national cyber capabilities, empower the citizenry for a healthy digital way of life and strengthen cyber cooperation to support a robust digital economy.

Vision

A credible and secured cyberspace that protects national interests while empowering citizens with
the freedom to safely use the Internet for socioeconomic benefit.

Our Mandate

NC3 is the designated government agency primarily responsible for coordinating all national cyber security efforts nationwide. Its functions include:

  • Formulating and implementing national cyber security policy and strategy.
  • Developing standards, policies, procedures, guidelines and best practices to strengthen the cyber security legal and regulatory framework
  • Actively promoting the development of the country’s cyber security ecosystem by playing a pivotal role in fostering innovation, collaboration, and capacity building in cyber security.
  • Providing a proactive, centralised platform for responding to cyber security incidents for Sierra Leone constituents, which includes collecting, analysing and disseminating cyber security threat intelligence, ensuring swift and effective action.
  • Regulating all designated critical national information infrastructure to ascertain compliance with prescribed minimum standards, guidelines, rules or procedures.
  • Overseeing the management of computer forensic laboratories.
  • Providing support to the Judiciary, Police and other law enforcement agencies in the discharge of their functions concerning cyber crime in Sierra Leone.
  • Investigating cyber crimes committed in or against citizens or resources in Sierra Leone
  • Promoting Sierra Leone’s involvement in international cyber security cooperation, fostering a sense of global unity and shared responsibility in combating cyber threats.
  • Creating awareness of cyber security issues among different categories of stakeholders.
  • Carrying out other assignments necessary for the adequate performance of the functions of the relevant security and enforcement agencies under this Act

National Cyber Security Advisory Council

The Cybersecurity and Crime Act of 2021 established the National Cybersecurity Advisory Council. The Honourable Vice President chairs this Council, which includes fourteen (14) other critical stakeholders, each with specific roles and responsibilities.

The Council, through its strategic leadership, ensures that Sierra Leone’s cybercrime policies and laws are not just robust, but also align with the highest regional and international standards. This commitment instils a strong sense of confidence in our cyber security measures, both domestically and internationally.

The Advisory Council is not just a passive entity. It actively promotes the development of educational programs and research in cyber security defences, techniques, and processes. This proactive approach enhances Sierra Leone’s overall cyber security landscape, fostering a sense of hope and optimism for the future.
